S&P upgrades N.J.’s general obligation bonds from ‘stable’ to ‘positive’

In a move that signals an economic appreciation for how Gov. Phil Murphy and the Legislature spent the budget surplus, S&P Global Ratings upgraded the outlook for New Jersey’s general obligation bonds from “stable” to “positive.”
